Tinubu Unveils Handbook to Bridge Wage Gaps Between Nigerians and Foreign Workers

Written by on February 28, 2024

President Bola Tinubu launched the Expatriate Employment Levy Management System (EELMS) handbook in Abuja on Tuesday, aiming to provide guidelines for the employment of Nigerians in foreign-owned companies operating in the country.

Tinubu emphasized that the implementation of the Expatriate Employment Levy (EEL) should not impede foreign investment but rather serve as a mechanism to promote local workforce development and reduce reliance on foreign expertise.

The EELMS handbook outlines policies to ensure that expatriates working in Nigeria contribute to the training and development of Nigerian professionals. Tinubu hailed this initiative as a game changer, capable of addressing security challenges and enhancing the country’s economic prospects.

“The implementation of the Expatriate Employment Levy (EEL) should not constitute a bottleneck or hindrance to the much-needed foreign investment into the country,” Tinubu stated.

He expressed confidence that the government’s initiatives would lead to an improvement in the standard of living for Nigerians, with various government agencies collaborating to achieve this goal.

Minister of Interior, Olubunmi Tunji-Ojo, highlighted the Public-Private Partnership model underpinning the EELMS, emphasizing the project’s focus on bridging wage gaps between expatriates and the Nigerian workforce.

“The major objective of this particular initiative is balancing employment opportunities between Nigerians and expatriates, and closing wage gaps,” Tunji-Ojo explained.

He noted that the handbook would guide stakeholders, including foreign-owned companies, on compliance with the new regulations, ultimately reducing dependence on foreign personnel and creating more opportunities for Nigerian youth.

“The scheme will prioritize knowledge transfer, training of Nigerians, and create more opportunities for the country’s teeming youth,” Tunji-Ojo affirmed.
