NECO Explains Complexity Behind Migration to Computer Based Test (CBT)

During an interactive session with journalists in Abuja, the Registrar of the National Examinations Council (NECO), Prof. Ibrahim Wushishi, discussed the challenges of transitioning from paper-based exams to Computer Based Test (CBT). He highlighted the complexity of NECO’s examinations, emphasizing that the migration process would need to be gradual due to the sheer volume and diversity of subjects.

Wushishi acknowledged the ease with which bodies like JAMB could adopt CBT due to the narrower scope of their examinations. However, with NECO examining close to 1.5 million candidates across 76 subjects and more than 150 papers annually, the transition requires careful consideration of the intricacies involved, especially in essay-based assessments.

Maintaining the standards of NECO’s exams, including acceptability, reliability, and credibility, is paramount. Despite receiving requests from international universities like Lead University and Birmingham City University in the UK to use NECO results for admissions, the council remains cautious about rushing into CBT adoption.

While considering starting with multiple-choice-based exams like the common entrance examination, Wushishi emphasized the need to thoroughly assess the process to ensure its effectiveness.

Addressing concerns about examination malpractices, particularly in the upcoming SSCE internal examinations, Wushishi reassured the public of NECO’s commitment to combating malpractice through improved data protection measures and the implementation of sophisticated identity verification systems.

Reflecting on NECO’s achievements over its 25-year existence, Wushishi highlighted the council’s examination of 34 million Nigerian youths and its efforts in conducting trial testing exams to enhance the quality of assessments. Additionally, he mentioned the nationwide tour of NECO offices in 2021, which led to policy improvements and a revitalization of the council’s activities.
